Slovenia

National Emergency/ Disaster Management Authority: Administration of the Republic of Slovenia for Civil Protection and Disaster Relief
Main tasks:

  •  Prepare the National Programme of Protection Against Natural and Other Disasters
  •  Compile risk and threat assessments
  •  Organise the monitoring, notification and warning system
  •  Organise communication systems
  •  Direct and coordinate preventive measures
  •  Announce the threat of disaster
  •  Give instructions for action in the event of disaster
  •  Prepare national emergency response plans
  •  Organise, equip and train civil protection units, which fall under national jurisdiction
  •  Coordinate preparedness and operations, and co-financing activities relating to public rescue services at the national level
  •  Prepare programmes, organising and implementing education and training
  •  Provide working conditions for the national Civil Protection Commander and Civil Protection Headquarters
  •  Form and maintain national reserves.

The ACPDR also manages international cooperation and is - through its Emergency Notification Centre of the Republic of Slovenia - also the point of contact for requests for assistance and other enquiries from abroad.

Serbia

National Emergency/ Disaster Management Authority: Sector for Emergency Management, Ministry of Interior
 
Main tasks (at national level):

  •  To protect lives and properties in the event of natural or man-made disasters
  •  To work in the field of emergency prevention and prompt first response in the event of emergencies (natural disasters - earthquakes, floods, storms, heavy rainfall, electric discharges, hailstorms, atmospheric disasters, drought, rock and snow avalanches, accumulations of ice on flowing water, landslides; man-made disasters - fires, explosions, severe damage, traffic accidents, accidents in mines and tunnels, severe damage and accidents that occur in electricity power plants, oil and gas power plants, and  facilities where radioactive substances are kept and used i.e. nuclear power  plants, and in telecommunication and information systems; hazards for human life and health and the environment due to the effects of hazardous materials, epidemics of contagious diseases, epidemics of contagious diseases for livestock, pests and other vegetable diseases, and similar large scale phenomena that can endanger human life and health  and the environment or that can cause extensive damage).
  •  In accordance with the Law on Emergency Situations, the Sector coordinates the activities of all state institutions involved in emergency and disaster management.

Romania

Romanian Department for Emergency Situations
The Department for Emergency Situations (DSU) is an operational structure without legal personality within the Ministry of Internal Affairs and the lead structure in the National Emergency Management System (NEMS) and component of the National Defense System, with permanent national coordinating powers for prevention and management of emergencies, providing and coordinating the human, material, financial and other resources necessary to cope with emergencies, including qualified first aid,emergency medical care/aerial rescue services, emergency medical assistance within emergency units, as well as Mountain Rescuers public services. The Department for Emergency Situations has been established in 2014 and is comprised of 3 Directorates - General Directorate for Civil Protection, Directorate General for Medical Emergencies and the Directorate for Decisional Support.

The Department for Emergency Situations coordinates the General Inspectorate for Emergency Situations, The General Inspectorate of Aviation (with regard to medical missions) and performs the operational coordination of mobile service for emergency medical care, reanimation and extrication (SMURD) and the ambulance services, of Emergency Care Units, mountain and cave rescue services, urban search and rescue, as well as canine search and rescue activities.

The Department has duties in the development, coordination and methodological evaluation of professional training and continuing education activities in the field of emergency medical assistance and qualified first aid, in collaboration with the specialized structures of the Ministry of Health and other institutions or structures with responsibilities In the field, as well as in the field of mountain rescue interventions and in the speleological underground environment, canine search and rescue activities in the field of emergency situations, in collaboration with specialized structures with attributions in the field.

North Macedonia

National emergency/ disaster management authority: Protection and Rescue Directorate
Main tasks:

  •  Develops the Plan for protection and rescue from natural disasters or other disasters;
  •  Develops an Assessment of endangerment by natural disasters or other disasters in cooperation with the responsible state authorities;
  •  Organizes and prepares the protection and rescue system;
  •  Suggests measures for equipping and development of the protection and rescue system;
  •  Enables functioning of the system for prevention and tracking of occurring, as well as mitigation of consequences caused by natural disasters or other disasters;
  •  Provides timely engagement and efficient utilization of the protection and rescue forces of the Republic of North Macedonia and the rapid response teams;
  •  Administers complete implementation of protection and rescue measures;
  •  Enables realization of strategic and medium term protection and rescue goals;
  •  Participates in the manning and realization of mobilization of the protection and rescue forces of the Republic of North Macedonia;
  •  Determines the needs for development and equips the protection and rescue forces of the Republic of North Macedonia;
  •  Ensures the supply with material reserves necessary for protection and rescue;
  •  Controls and assesses the preparedness of protection and rescue forces;
  •  Organizes and conveys exercise activities for protection and rescue needs;
  •  Develops education curricula and training programs for protection and rescue;

  •  Plans, organizes and enables exercise activities and participation in collective protection and rescue systems outside the territory of the Republic of North Macedonia;

Montenegro

National emergency/disaster management authority: The Rescue and Protection Directorate, the Ministry of Interior of Montenegro.
 
The main tasks of the Rescue and Protection Directorate are to:

  • coordinate the work of the protection and rescue system participants when it comes to organization, planning, preparation and implementation of measures and activities aimed at reducing the risk of disasters;
  • monitor and analyse the situation in the field of protection and rescue;
  • train and develop the civil protection units, special and voluntary units, as well as supervise the work and equipment of operational protection and rescue units;
  • inform and alert the citizens in case of accidents, natural disasters, technical-technological and other disasters;
  • constantly collect, process and transmit the data related to the situation in the affected areas through the Operational Communication Centre 112;
  • organize the removal, deactivation and destruction of unexploded ordnance;
  • seek assistance from other states and international bodies and organizations in case of accidents, natural and other disasters;
  • report to the neighbouring countries and international organizations on the dangers with a possible cross-border effect;
  • cooperate with the relevant authorities of other states and international organizations and institutions, etc.

 
The work of the Rescue and Protection Directorate is organised in six sections in its seat and seven territorial units:

Croatia

National Emergency/ Disaster Management Authority: Ministry of Interior - Civil Protection Directorate

  •  Conducts risk assessment of the occurrence of disaster and major accidents according to region, cause or subjects, therefore the responsible person of the threat assessment and protection and rescue plan of the local and regional self-government unit.
  •  Issues obligatory instructions for risk management to all participants in protection and rescue.
  •  Monitors and analyses the status in the area of protection and rescue and proposes measures to the Government of the Republic of Croatia for improving the status and guiding the development of the protection and rescue system.
  •  In the unified information system it collects, analyses and directs data about risks and consequences of disasters and major accidents.
  •  Keeps a unified information database on operational forces, resources and measures undertaken in the area of protection and rescue.
  •  Proposes a threat assessment and a Protection and Rescue Plan of the Republic of Croatia to the Government of the Republic of Croatia.
  •  Directly conducts the mobilisation of directorate services and units, and protection and rescue operational forces.
  •  Coordinates, manages and directly commands operational forces in disasters and major accidents.
  •  Directs and coordinates the activities of operational forces in the area of protection and rescue.
  •  Conducts activities in the notification and alerting of the population and coordinates the unified alarm system in the Republic of Croatia.
  •  Conducts inspections of operational forces.
  •  Passes programmes for training and further education, and trains and further educates participants in protection and rescue.
  •  Organises and conducts exercises of participants in protection and rescue for the purpose of checking their competency level.
  •  Proposes the type and quantity of state commodity reserves necessary for protection and rescue.
  •  Tests equipment and resources for protection and rescue, determines needs and submits proposals for the passing of Croatian standards in this area.
  •  Cooperates with economic and scientific institutions in the development of technology and equipment for protection and rescue.
  •  Cooperates with the competent authorities of other states and international organisations in protection and rescue.
  •  Conducts promotion and publishing activities in the area of protection and rescue.
  •  Also conducts other activities determined by the law.

Bulgaria

ational emergency management authority: Fire Safety and Civil Protection Chief Directorate, Ministry of Interior
According to Art. 52 g of the Law on the Ministry of Interior (last amendments in Official Gazette No 88 of 9 November 2010) „The Fire Safety and Civil Protection Chief Directorate is a national specialized structure of the MoI for ensuring fire safety, rescue and protection in case of disasters under the terms and provisions of this Law and the Disaster Protection Law”.
Main tasks:

  • Firefighting and rescue activities;
  • Emergency recovery activities, operational protection in case of floods and search and rescue operations;
  • CBRN protection in case of incidents and accidents with HAZMAT and dealing with ecological incidents;
  • State fire safety control;
  • Prevention activities and control;
  • Early-warning and alert of the state executive bodies and the population in case of disaster;
  • Protection of the population in case of “wartime” or “emergency situation” in compliance with the Geneva Conventions;
  • Assistance in the activities of the Interagency Commission for recovery and relief to the Council of Ministers;
  • Methodical and expert support for disaster protection to the territorial executive authorities;
  • Operational cooperation with the EU and NATO structures and other international organizations/initiatives in the field of fire safety and protection of the population, humanitarian aid and civil-military emergency planning.

Albania

National emergency/ disaster management authority: Ministry of Defense - National Civil Protection Agency
Main tasks:

  •  The National Civil Protection Agency prepares plans for civil emergency management and ensures their implementation, and directly supports the Ministry of Defense in its coordination functions and related responsibilities relating to civil emergency situations at national, prefecture and commune and municipal levels.
  •  National coordination procedures are maintained by the 24-hour National Operations Centre for Civil Emergencies (NOCCE) which has direct links with all operational forces and others stakeholders, including Civil Emergency Sectors established in each prefecture.
  •  Through the Technical Consultative of Civil Emergencies the Agency creates and maintains inter-institutional relations and coordinates disaster management activities in the country.
