Organizational structure

DPPI SEE Regional Meeting

The DPPI SEE Regional Meeting serves as the main governing and decision-making body, functioning as a forum for the Heads/Directors General of Civil Protection and Disaster Management Agencies from DPPI SEE member countries. These officials, supported by their respective authorities and ministries, oversee disaster preparedness, prevention, and management issues.

The Chairmanship of the Regional Meeting rotates annually among member countries in alphabetical order. The country holding the Chair-in-Office is responsible for implementing DPPI SEE’s initiatives, coordinating activities, and promoting the organization at both regional and international levels.

The Regional Meeting takes place twice a year, with key responsibilities including:

  • Endorsing the annual work programme, work plan, and budget.
  • Approving specific projects and Working Groups.

These meetings provide a political framework and serve as a platform for consultation and decision-making, with recommendations forwarded to national authorities for further action.

DPPI SEE Advisory Board

The Advisory Board consists of experts from international partners invited by the Chair-in-Office. The board provides advice on projects and activities, ensuring that DPPI SEE remains relevant and aligned with policy goals.

DPPI SEE Working Groups

The Regional Meeting may establish Working Groups (WGs) as technical bodies to develop and support specific DPPI SEE projects. Each WG is chaired informally by a member country and involves national and international experts. These groups report directly to the Regional Meeting and are supported by the DPPI SEE Secretariat.

Trio Mechanism

The Trio Mechanism includes representatives from the current, previous, and incoming DPPI SEE Chair-in-Office. It ensures strategic coordination and planning for DPPI SEE activities.

DPPI SEE Secretariat

The DPPI SEE Secretariat, located in Sarajevo, Bosnia and Herzegovina, serves as the contact point for all 10 member states through their national civil protection institutions. The Secretariat is the executive body responsible for implementing decisions made by the Regional Meeting. It consists of the Head of the Secretariat and an Administrative/Finance Assistant.

Budget and Financing of DPPI SEE

The DPPI SEE budget is funded by annual contributions from member states. The Secretariat prepares the budget based on the Annual Work Plan and presents it for approval at the autumn Regional Meeting. Additional work plans and budgets for specific projects may be developed in collaboration with international partners.
